Welfare reform law under fire from California lawmakers

Assembly Speaker Moretti accuses the Department of Social Welfare of failing to implement key provisions of the 1971 Welfare Reform Act. He cites vague guidelines, delays, and a plan to meet Governor Reagan, while noting the department has not mandated work or training for able bodied recipients. Reagan also criticizes a court ruling delaying AFDC checks. Separately, four inmates escaped from a federal minimum security camp and remain at large.

County Equalization Board Opens With Record 235 Appeals

The County Board of Equalization starts a long fall session Tuesday hearing 235 property assessment appeals. First District cases begin at 10 a.m. in the County Administration Building with 59 filings, many to be resolved quickly or later contested. The five county supervisors serve as the board, including several unusual third party actions involving Rancho Embarcadero properties owned by a New York based concern.

Veterans of World War I to meet in Solvang

The Veterans of World War I group will hold a quarterly meeting next Sunday at 10 30 a m in the Veterans Building Solvang. Commander Samuel McLindon will preside and Auxiliary President Pauline Moore will convene the auxiliary at the same time and place. Erler faces probation hearing December 7 after pleading guilty to brandishing a firearm and obstructing an arrest.

Obituary John Bernard Illo Sr. dies after hospital arrival

Funeral services are set for Wednesday at McPeek Family Mortuary for John Bernard Illo Sr. who died on Saturday after arrival at Lompoc District Hospital. Born in Dallas, a mining engineer for 40 years, he lived locally for three months at 4089 Clubhouse Road. Survivors include wife Doris, son John B. Illo Jr., daughter Lillian Puckett, brother Howard C. Illo, and three grandchildren.

Lompoc Chamber to Host FCI Program Panel

Top officers from Lompoc Federal Correctional Institution will discuss current FCI conditions at the chamber meeting on Wednesday. Warden Frank F. Kenton leads a panel including Associate Wardens Gary McCune and Robert Hough and honor camp administrator Anthony Santiago. Noon session at the Lions Inn followed by a Q and A with Chamber members, chaired by Robert Kranig.

County Planning Commission hearings set for five new preserves in Carpinteria Valley Santa Ynez Guadalupe and Santa Maria areas. New policy allows small citrus avocado and flower operations to qualify. Also on the agenda are a rezoning request by Midtown Development Co. a tentative tract map for Larkin Minor a final development plan for Gibb and Hurst The Villas and a general plan determination for Capistrano Mobile Home Gardens.

Santa Barbara Industrial Exposition Draws County Firms

The first Santa Barbara Area Industrial Exposition showcases aviation, oceanography, space, biomedical tools, radiation electronics and more with exhibitors from Santa Maria to Vandenberg AFB. The Santa Ynez Valley Planning and Zoning Committee urges longer, more flexible General Plan hearings to allow broad public input and timely growth decisions. They call for county authority to flag noncontroversial reviews, align hearings with evidence, and improve information flow with the Board of Supervisors.

Second District Supervisor Charles F. Monte Catterlin proposed a county flag after seeing Los Angeles County’s flag at its government center. He will seek Board consent with broad backing from county authorities and schools, veterans groups, and service clubs to design and adopt a flag.
