City council adopts delinquent utility bill measures
The council unanimously approved a plan to tighten utility billing and impose higher deposits on new customers with poor credit. A disputed section holding landlords responsible for tenants’ unpaid bills was removed after debate between City Attorney Alan Davidson and Councilman Charles Ward. The package adds a two month late payment rule, returned check charges, meter test billing, and potential turnoffs for non payment. The city expects about 40000 dollars in annual losses and aims to deter delinquents while protecting prompt payers.

Battery case sent to jury in Signorelli trial
The battery case against 23 year old Peter Allen Signorelli went to the jury after closing arguments and judge Terrill F. Cox’s lengthy instructions. Prosecution contends Signorelli willfully struck officers Coday and Janke and that officers used reasonable force to restrain him. Defense argues witnesses dispute police claims and that Signorelli did not hit the officers, while noting possible excessive force by officers in arresting Highfield.
