Ex chaplain critiques Army promotion system amid shortages
Former Army chaplain Rev. Joseph Turner says the up or out rule harms chaplains and ignores spiritual needs while the service seeks ministers to fill 1,465 chaplain positions. He notes 115 chaplains discharged since 1973 and cites shortages of Catholic priests and rabbis despite ongoing recruitment.
