The county will start work on a draft anti pornography ordinance directed by the county counsel. Board members want an ordinance modeled after Santa Barbara and may extend beyond news racks to drive-in theaters near schools. County Counsel George Kading will coordinate with Chairman Harrell Fletcher and Robert Hedlund, with Planning Commission referral as land use matters are involved.

North County population debate prompts housing policy call

County planners dispute a claim that the North County has lost residents since 1973. Planning senior statistician Cliff Pauley says figures show growth overall, with under counts in young children partly correcting the tally. The board approves urging UCSB to pursue on site housing amid Santa Barbara area growth concerns.

Bid to speed up pay study snubbed

The Board of Supervisors rejected a plea by the County Employees Association to accelerate the equity salary study for about 2,900 workers. Officials said the study will align with the fiscal year 1978 79 salary talks and be completed by April 1, while association president Carolyn Bedard argued for faster action citing perceived unfairness after recent management raises. Simms and Johnson defended the schedule, noting ongoing reclassification work as a prerequisite until January 1.

Waller Park fee plan to get hearing

A proposed 50 cent auto entry fee at Waller County Park near Santa Maria drew limited support and was sent to the County Park Commission for a public hearing. Park Director Michael Pahos cited road maintenance needs and potential expansion to Goleta Beach Park as a revenue source, while critics warned against uneven application. The plan targets weekend entries from Sept. 15 to June 15 and daily access June 16 to Sept. 14 with funds funneled back to Waller Park improvements.
