Rep James B Utt Dies in Washington at 70

California Republican Rep. James B Utt, senior Ways and Means member and noted anti UN and anti communism voice, died after a heart attack at his Washington home. He was rushed to Bethesda Naval Hospital and pronounced dead at 12 08 p m EST. Utt served nine terms in Congress.

California Finance Department outlines Reagan tax revision plan with 10 to 33.6 percent property tax cuts for homeowners on a 20 000 home. Weather blanketed 37 states with snow and storms

Nasty weather from snow rain freezing rain hail and thunder storms covered 37 of 48 states. Snow plows freed 600 tourists trapped by three feet of snow near the Grand Canyon. Ventura Calif. faced flash floods after intense rain and hail. Angeles National Forest saw up to 36 inches of snow. Zero visibility plagued the Central Plains and Mississippi Valley.
