Shuttle Enterprise second manned test flight at Edwards AFB

The Space Shuttle Enterprise, mounted on a Boeing 747, flew its second manned test from Edwards Air Force Base California with astronauts Joe Engle and Dick Truly aboard. The mission included a planned 6,000 foot dive from 19,000 feet to test aerodynamics, flutter and vibration ahead of a future free-flight.

Carter urges Israeli withdrawal from all disputed lands

The State Department said the United States favors withdrawal from Sinai Golan West Bank and Gaza with borders to be agreed in negotiations and rejects preconditions. Grievance procedures to be proposed by teachers

Sheriff talks to avert possible county deputy strike

A last ditch salary session is set tomorrow in Santa Barbara to head off a deputy strike. The Santa Barbara County Deputy Sheriff's Association seeks nine percent raises now and three percent in January, while Board of Supervisors offers seven percent now. ancillary issues include ending the education credits incentive and a switch to a flat pay system. Association members meet Thursday 6 p.m. to study the offer and consider a strike vote.

Lompoc to Sponsor Architectural Review Symposium

The City of Lompoc will sponsor an architectural review symposium on August 4 at the Lompoc Library. Speakers include Ken Schwartz mayor of San Luis Obispo and Donald Kahn chairman of the Cal Poly design school. Attending bodies are the City Council Planning Commission Beautification Commission and local real estate figures. Public invited per Jack Lam director of community development.

Carter Keeps Open Possibility of Meeting Brezhnev

White House spokesman says President Carter does not rule out a summit with Soviet leader Leonid Brezhnev this year. Powell notes Carter is willing to meet despite press attacks and says such a meeting might be possible and fruitful. Santa Barbara County ranks high in self harm reports

Santa Barbara County posted the second highest rate of personal crisis reports per 100 000 population among 12 comparable counties in a Wisconsin study. Clark County Nevada led, Dane County and Lane County Oregon posted the lowest rate. The coroner's report shows 572 deaths in 1976 with 61 personal crisis reports, and 381 natural causes.

USSR may test interceptor to challenge B1 bomber

UPI reports intelligence sources believe the Soviet Union is testing a new interceptor that could threaten the B1 bomber when it becomes operational in the early 1980s.
