Floral fete marks 25th Lompoc Parade of Flowers

Thousands attend the 25th Annual Lompoc Flower Festival with sun filled crowds, parade floats, and a busy two day celebration. Howard Whitaker presided as festival chairman and announced plans to step down next year as profits boost youth programs and festival funds. Major award winners included First Southern Baptist Church for best floral float and Vandenberg AFB for mayor’s trophy, with numerous trophies awarded in bands, color guard, equestrian, and youth categories.

Boy charged in fatal jail fire in Maury County

A 16 year old, Andy Zinmer of Wisconsin, faces arson and 42 counts of manslaughter after a fire in Maury County jail killed 34 prisoners and 8 visitors. Investigators seek the toxic agent in the smoke and note the jail’s padding and ventilation spread gases quickly.

Lompoc Hospital Raises Rates to Balance 1978 Budget

Lompoc District Acute Hospital boosts daily room rates by about 11 percent and other services by 10 percent to reach a balanced budget for 1978. Semi private rooms rise to 115 dollars and private rooms to 120. A 5 percent cost of living wage increase and employee discounts are approved.

Split petitions scrutinized for county split vote

The county elections division reviews 1 464 petitions for a Gaviota split ballot claim. Proponents report 13 700 signatures, 2 000 above the 11 298 threshold. School board to hear Title IX report in meeting

Lompoe Unified School District trustees will review the final Title IX report and steering committee recommendations at 7 p.m. at 1301 North A St. Mel Wilde rates each recommendation from 1 to 5, with 1 meaning clear violation and 5 meaning no violation, covering vocational education counseling athletics health and activities. The board will consider corrective actions to ensure equal treatment of the sexes across programs and staffing.

Court strikes lawyers ad ban allowing price advertising

The Supreme Court voided the ban on lawyers advertising prices and services. Justice Blackmun noted advertising may lower costs for consumers, rejecting the 1908 ABA restriction. The Arizona case cited two Phoenix lawyers Bates and O'Steen who offered fixed fees for divorces and bankruptcies.

Alcohol abuse mars Flower Festival in Ryan Park

Police report a weekend of alcohol related trouble at Ryan Park during the Flower Festival. Nearly 60 minor alcohol citations were issued, curfew violations rose, adults were arrested for drunkenness, and eight faced first offense drunken driving charges. Medical aid treated about 50 people for injuries and heat effects, with two heart conditions noted. A rape case involving an 18 year old girl is under investigation and two youths were in custody for burglary and assault with a deadly weapon. Morro Bay man killed in lower valley crash

A Morro Bay man and his wife were injured in a four-vehicle crash during the Flower Festival weekend at DeWolfe and Central avenues. Joe Arthur Desy, 75, died after being moved to Marian Hospital. His wife Mable Desy was hospitalized with injuries. Thomas Jasmin and Delores Jasmin also received care at local hospitals. Two other minor injuries were reported in separate crashes near the Wye and at Olive Avenue and O Street. Weather and tides noted with mostly sunny conditions and coastal highs in the 60s to 80s.
