Market ends mixed after steep weekly declines in depressed week

Tax rate teeters at 2.0 after week of hearings

Lompoc records show the 1969-70 county tax rate hovering around the $2.37 mark after a week of public hearings on the proposed $45.9 million budget. The Board of Supervisors defeated several special budget requests while approving a $36,000 emergency fund for Alpha School and a $295,000 revenue adjustment for state flood costs. The panel also rejected moves to divert road funds, and raised the county library budget by 10 percent amid inflation concerns.

Whittemore to resign as LAFCO executive officer Aug 31

John P. Whittemore, executive officer of the Local Agency Formation Commission and county director of intergovernmental services, will resign August 31 ending a 15 year county career. He is exploring offers in the South Coast area and elsewhere as LAFCO faces a study on Goleta Valley governance amid calls from East Goleta Valley Citizens Assn for guidelines on incorporation, annexation, or city linkage.

Court Allows Voluntary Sterilization in California

The California Third District Court of Appeal ruled that voluntary nontherapeutic sterilization is legal when competent consent is given. It did not uphold a Shasta County ruling that counties must cover the surgery for medically indigent individuals.

ACLU sues to halt Santa Barbara Channel oil drilling

The American Civil Liberties Union seeks a court order to stop further drilling in the Santa Barbara Channel after a January oil spill. Interior Secretary Hickel and four oil firms are named defendants in the Superior Court suit filed for 17 Santa Barbara County residents. The goal is to permanently halt exploration and drilling, arguing the environmental and property rights to a clean environment.
