County road improvements hearing in Santa Barbara

Governor signs fund bill boosting Lompoc district aid

Gov. Ronald Reagan signed a law stopping the withholding of federal impacted aid from districts, with Lompoc Unified projected to gain 500000 upfront, about a quarter of its 2 million annual federal support from Van Denberg AFB. The measure, if effective July 1 1969, could unlock salary increases for 1969-70 amid other stalled bills. Supervisors Beattie praised the plan as a traffic fix, proposing 145000 for Miguelito Road improvements and related projects including Central Avenue and Floradale Avenue upgrades, right of way costs, and anticipated expressway development.

Soviet warships approach U S coast near Cape Kennedy

A Soviet naval task force 260 miles southeast of Jacksonville moved southwest toward Cuba with six ships shadowed by U S Navy planes and ships. Washington arranged flights for reporters to view the area as the closely watched build up marked the closest Soviet warships to the mainland. In Paris, Viet Cong rebuffed Thieu's plans for free elections, denouncing them as a United States maneuver and vowing to press for Saigon's overthrow while talks continue at the Paris peace conference.

Court reverses conviction of Spock and three others

The 1st U.S. Circuit Court of Appeals reversed the anti draft conspiracy convictions of Benjamin Spock and three others. Spock and Michael Ferber were freed permanently while new trials were ordered for William Sloan Coffin Jr. and Mitchell Goodman.
