Nation faces extreme shortage of attendants for mentally retarded
Washington reports 80,490 attendants are needed in institutions for the mentally retarded, but only 42,715 are available. The President's Committee on Mental Retardation released its second 96 page report detailing the staff shortage and urging better use of professionals while integrating the mentally retarded into normal society as much as possible.

Power failure traps London subway riders
A faulty cable between two power stations caused a London subway blackout at 5:15 p.m. trapping over 200,000 riders underground during rush hour. Six of eight lines failed, the outage lasted about an hour, and there were fainting and ventilation issues but no serious injuries. Passengers exited via darkened tunnels as crews assisted. Many shared stories of heat and fear during the incident.
