California sales tax revenues lag economy slowdown
California state Controller Houstin I Flournoy reported that General Fund cash receipts for the first six months of 1970-71 totaled 1.85 billion, 83.16 million ahead of the prior year but below expectations. He attributed the apparent increase to earlier receipts rather than genuine growth, noting cigarette personal income retail sales and health care taxes boosted figures in December but were not real gains. Expenditures rose 314 million, with total outlays at 2.32 billion, led by 657 million in school spending.
