The Santa Ynez River unleashed sudden floodwaters in the Lompoc Valley. Damage included NASA vehicles at South Vandenberg and an estimated two million dollars, with three men killed amid stock safety efforts and a delayed warning from authorities.
Mayor Robert D. MacClure said advance notice of flooding came late and full awareness arrived at 3 p.m. Saturday after Cachuma dam began spilling at 1:45 a.m. Water reached ten feet in the spillway by 9 a.m. as rivers surged toward Lompoc. Officials report ongoing census of livestock losses with uncertain totals.
United Nations Secretary General Thant called for strong power pressure through the UN Security Council to resolve the Arab Israeli conflict. He cautioned that a possible nuclear confrontation could follow another Middle East eruption and stressed local sovereignty over Iraq's executions case. He praised progress in Vietnam peace talks and urged voluntary withdrawal of foreign troops, opposing an imposed peace.

Lompoc July to September taxable sales reached 8.146 million despite a 10 percent income surtax. Richard Nevins of the State Board of Equalization reported the figures citing quarterly gains, with Santa Barbara County third quarter total at 106.441 million and a statewide near 10 billion. Detailed Lompoc breakdown lists numerous retail categories and amounts, while Santa Maria posted 22.824 million for the same period. A light hail shower and ongoing sales activity were noted in local foothill areas.
