In Washington the energy crisis prompted a Senate investigations subcommittee led by Sen. Henry M. Jackson to hear oil industry chiefs. Executives from seven major firms faced questions as Congress reconvened after recess about shortages and profits, amid talks of new accounting and tax changes from the Nixon administration.

Eight candidates qualified for the March 5 special election for California's 13th congressional district. Seven Democrats and one Republican will contest the seat left by the late Charles M. Teague. Lagomarsino is the sole Republican. several others were disqualified for insufficient signatures. A 51 percent majority will win. no runoff unless not reached.

U S officials refused South Vietnam's request to dispatch ships and helicopters to rescue beleaguered troops on the Paracel Islands as Chinese forces overran the area. About 150 Vietnamese and one American were killed or captured over a two day battle, with Saigon officials noting a U S weather team member stationed there. The Pentagon has not confirmed the American presence. The Chinese described the action as self defense and punishment of invading forces. Weather outlook remains warm with mild coastal tides.
