The California Assembly unanimously urged the Nixon administration to ban all oil and gas drilling in the Santa Barbara Channel. The measure seeks federal action to stop drilling off Santa Barbara and Ventura Counties and allows California to control operations in federal waters.

Midwest Braces With Record Lows Across Cold Spell

United Press International reports a brutal midwestern cold snap with Sioux Falls and Hibbing setting extreme lows. Chicago posted an 85 year record low for the date as Williston recorded 25 below zero. many places hovered near zero as the sun set. Environs from New Hampshire to Vermont also logged severe subzero readings.

Two Week Oil Drilling Halt Sought for Santa Barbara Channel

Mini-pill birth control testing suspended over dog lesions

Syntex Laboratories halted human trials of a one a day birth control pill after dog studies showed benign to possibly pre cancerous mammary changes. The pill marketed overseas as Normenon Naceny and Retex and tested in the U.S. on 4700 women will be evaluated with foreign regulators while monkeys showed no similar changes.

College offers three music courses for Brahms Requiem

Allan Hancock College announces three spring music courses through the Evening Division. Led by Glenn Montague the combined choirs and Santa Maria Symphony will collaborate to perform Brahms German Requiem. Rehearsals run Monday and Tuesday evenings with no auditions and welcome community musicians and church choir singers. First meetings occur the week of January 26 to 30.

Students born selves to protest war in Lille and Biafra

In Lille France two high school youths killed themselves in protest. Robert Gerevens 18 immolated himself at Faidherbe school after leaving a note condemning wars and folly of men. A 17 year old Regis died by self immolation at another Lille high school protesting Biafra suffering.

FDA asks doctors warn women on birth control pills

The FDA urged physicians pharmacists and hospitals to inform patients about new label warnings on oral contraceptives. Acting Commissioner Charles Edwards sent 381 000 letters detailing risks including thromboembolic disease while noting some figures from British studies may overstate problems.

Washington report on the HEW funding bill shows Congress approving 19.7 billion dollars for labor and HEW for 1970, with an 86 million shortfall from the administration. The measure excludes 1.2 billion in advance education funding for 1971, prompting a potential veto and shifting education, health and environment spending.

Lompocan Receives Army Commendation Medal in Vietnam

Specialist Five Clifford L. Prysock of Lompoc earns the Army Commendation Medal near Cu Chi for heroism during combat in Vietnam. As a medic with Company E 2nd Battalion 25th Infantry Division he exposed himself to heavy fire to reposition and hit enemy positions until they retreated. He is 20 years old and the son of Mr and Mrs Clifford Prysock.

Flournoy seeks 10 percent penalty on late California taxes

Sacramento reports that state Controller Houston I. Flournoy proposes a 10 percent penalty on income taxes not paid by the April 15 deadline. He argues the measure would cut collection costs, currently about 2 million dollars annually, and improve timely payments compared with the existing 6 percent interest charge.

Governor Reagan appointed Dr Earl W Brian Jr a 28 year old Vietnam veteran and Army flight surgeon to direct the California Health Care Services Medi Cal program replacing Carel Mulder effective April 1 The Silver Star recipient earned recognition for aiding wounded soldiers under fire in Vietnam on February 23 The post pays 30000 annually and oversees a program with rising costs and cash flow concerns amid tax delinquencies and late payments projections for 1971

James Donovan Dies at 53 Former Pratt Institute Leader

James B. Donovan a Brooklyn educator and lawyer died of a heart attack at 53 in New York. He served as Pratt Institute president and Wall Street law partner and gained prominence defending spy Col Rudolph Abel in 1967. He also did secret negotiating work with Fidel Castro and Soviet officials.
