Exemption Requests For Hiring Freeze Considered

Santa Barbara County supervisors weigh exemptions to a hiring freeze for 1973 74 with District Attorney Kinier and Public Works Director Caldwell seeking waivers. Minier cites two consumer fraud investigator posts approved months ago and claims Ralph Thomas from Santa Maria PD will fill one. The other is a California Commission of Criminal Justice funded post. five vacancies remain in public works and Laguna County Sanitation District with several positions already filled or in process.

Valley study under way for Santa Ynez environmental impact

The Santa Barbara County Board of Supervisors-funded total environmental study for the Santa Ynez Valley is progressing with phases in progress and major work due February 4 under Albert Reynolds. UC Santa Barbara students will assist, and Aero Environment, Inc. will lead a key air and environment report field. A plant and crop damage survey linked to air quality is underway with UC Riverside experts. The contract with Aero Environment is for 49,976 for a yearlong study with a new air monitoring lab planned near the valley. Meteorological equipment has been ordered for Santa Ynez County Airport for use in the overall study.

Grand Jury Report Delayed Until January 29 1973

Santa Barbara County Grand Jury report for 1973 will not be issued until January 29. Court Administrator Allen Abersman said the completed document is still being edited and will be presented to Superior Court after the final January grand jury meeting. Copies will go to presiding judge, all jurors, county officials, and department heads, and to other counties, with a California grand jury library planned to compare practices.

California Drivers Rally To55 mph Limit In First Day

California speed limit reduced to 55 mph with a police report showing a 30 percent drop in speeding arrests in the first 24 hours. Highway Patrol Commissioner Walter Pudinski credited public effort to ease the energy crisis for higher compliance. About 1,393 speeding tickets were issued statewide Tuesday with 5,000 motorists warned as borderline cases.

Rezoning hearing set for Los Olivos land

A public hearing before the Santa Barbara County Planning Commission is set Wednesday on Thorvald Rasmussen’s request to rezone 7.46 acres in Los Olivos from U unlimited commercial to one acre residential sites. The case includes related lot-split appeals and general plan amendments for nearby Santa Ynez Valley parcels.

Nixon Signs 73.7 Billion Defense Bill Cutting From Request

President Nixon signed a 73.7 billion defense appropriation for the year ending June 30, absorbing a 3.5 billion reduction from his initial 77.25 billion ask. The bill funds pay, operations, procurement, and R&D, including 50 Navy F14 Tomcat sets and 42 Air Force F15 Eagle jets, amid debate over force levels and weapon systems.
