Carter proposes major cutback in national security access

President Carter tells State Department staff he seeks a single joint congressional committee with limited members who can see all sensitive intelligence. He cites 75 Capitol Hill and numerous executive branch insiders with access and notes sources are reluctant to cooperate amid exposure fears.

Carter seeks new Energy Department to tame oil and gas prices

President Carter plans to ask Congress to create a cabinet level Energy Department to absorb duties from FPC FEA and ERDA and oversee oil and gas pricing energy research and related tasks while excluding atomic energy regulation. The proposal aims to streamline a fragmented energy policy with a full plan to follow around April 20.

Carter vows to save Americans in Uganda

President Carter pledged to do whatever is necessary to rescue Americans in Uganda as Uganda’s ruler Idi Amin threatened to block exits and claimed 5,000 Marines were ready to invade. White House briefers said 175 Americans in Uganda could leave if they wish, while Amin urged a meeting with him Monday.

Hedlund Names Advisory Committee for Planning

Supervisor Robert Hedlund announced the appointment of 19 men and 7 women to the Lompoc Advisory Committee for the County General Plan. The group includes 10 from Lompoc proper, 9 from Vandenberg Village, and 8 from rural areas with additional reappoints noted. The 26 named members will meet next Thursday at 7 30 p m in the Lompoc County Administration Building Cypress Avenue and E Street. Hedlund also said more members will be selected from Mission Hills and attendees are invited to a planning commission training session on March 30 at 10 a m in the Santa Barbara planning commission hearing room.

Carter orders review of adviser panels

President Carter orders a government wide review of all advisory committees to reduce their number. He estimates 1976 figures show 465 non mandated committees costing 17.8 million, 482 under general cabinet authority costing 15.3 million, and 209 created by statute costing 20.7 million. Committees not created by statute should be abolished unless a compelling need exists.

Lompoc hospital raises charges to balance costs

Lompoc District Hospital board raised several rates at the February meeting. Nursery room fees rose from 30 to 55 dollars a day and first hour surgery room charges from 100 to 150. ICU daily rates increased from 160 to 221 and delivery room fees from 100 to 136. Administrator Bill Diebner said increases align charges with costs and neighboring hospitals. The facility and CCC report a combined red ink of about 126,882 for the year, with depreciation driving losses. the board hopes 13 new intermediate care beds at the CCC will cut losses in half, pending a Sacramento licensing hearing within 60 days.

Blond bandit robs Poloni's Liquor in Vandenberg Village

A sheriff's department search is underway for a very blond man who used a small blue steel 22 caliber revolver to rob Poloni's Liquor Store at 3734 Constellation Rd. The incident at about 9 30 p m left clerks Kit C Hubbard and Lawrence E Rials with cash in a paper bag and a cigarette pack as demanded.

House approves 4 billion for local public works projects

A 295 to 85 House vote advanced a $4 billion stimulus measure to fund local public works aimed at states with high unemployment. The bill, part of President Carter's program, promises about 600000 jobs and shifts funds to areas of greatest need while sparing big cities like Pittsburgh and Seattle.
