Construction Permits Drop Countywide Since Year Start
County Building Department survey shows valuation of new construction in unincorporated areas shrinking since January 1970. Goleta Valley and other areas had inland increases in 1969 from 1968, but January 1970 totals fell to about 1.3 million countywide excluding Santa Barbara Santa Maria and Lompoc. December 1969 totals were just over 3 million.

U S helps Laotian airfield save effort amid battle
U S fighter bombers aided by Laotian T28 planes bombed the Muong Soui area as North Vietnamese forces seized the Plain of Jars and advanced toward Luang Prabang. Airfield at Muong Soui faced heavy rocket fire with no landings or takeoffs by noon. Refugees fled ahead of the invaders while U S bombers diverted from Vietnam targets to hit enemy concentrations.

States reaffirm right to allot more school aid by district
