Laird warns Congress on Soviet military growth
Defense Secretary Melvin R. Laird told Congress that the Soviet Union could become a second-rate power by the mid-1970s due to rapid deployment of major offensive weapons. He also predicted China would deploy 80 to 100 medium-range nuclear missiles by mid-decade and noted U.S. defense spending would drop 7 percent this year. He cited Vietnam as proceeding on or ahead of schedule with troop redeployments expected in 1970.

Walkout By Vandenberg Base Electricians Stalls Work
About 90 electricians from Local 413, International Brotherhood of Electricians, at Vandenberg Air Force Base walked out yesterday. Union spokesmen in Santa Maria referred questions to Santa Barbara officials, who had no statement available on the cause.

Rail strike injunction extended by federal judge
UPI reports U.S. District Court Judge Howard Corcoran extended a nationwide rail strike injunction for 10 days. The order bars shopcraft unions from striking and railroads from shutting down. A March 20 potential ruling date remains possible if the extension holds.

B52 Bombers Step Up Vietnam Strikes Across Laos and Vietnam
U S B52 bombers conducted their heaviest Vietnam strikes in nearly three weeks after a 40 hour pause. They dropped about 900 tons on guerrilla concentrations near Ben Het and 300 tons on North Vietnamese supply routes along the Laos border, slowing but not halting the drive toward the Plain of Jars. In Vietnam near Hoi An and Da Nang Ranger and armored units killed 46 guerrillas with light allied losses.
