Local Agency Formation Commission staff will prepare recommendations for three Goleta Valley areas Hope Ranch Isla Vista and Goleta Valley incorporation petitions. An initial LAFCO hearing is set for December 27 in Santa Barbara but likely continued to January due to holidays. Recommendations also go to the Santa Barbara Goals Committee which may not finalize its report until March per Mayor David Schiffman.

Food talks break off after week of mediation in California

Washington UPI reports that 61 southern California supermarket groups and four striking unions ended seven days of around the clock talks without agreement. FMCS Director W J Usery said progress was made but positions on key issues blocked a full settlement. Negotiators offered no immediate comment.

Oil-state senators threaten filibuster over energy bill

Senators led by Paul Fannin threaten to block emergency energy legislation over windfall profit provisions. Henry M. Jackson called the talks educational and protracted as conferees announced a compromise delaying profit guidelines until Jan 1 1975 unless updated by law. Only two votes opposed the profits section.
