Senate approves $2.75 billion foreign aid bill amid policy limits

The Senate approved a $2.75 billion foreign aid measure with restrictions, slashing Nixon’s request by 22 percent. The vote clears the way for a funding resolution to cover the current year while Congress adjourns for the year. The bill sets military aid at $1.5 billion and economic and humanitarian aid at $1.2 billion, with subsequent allocations for the next fiscal year to be enacted later. A key Mansfield timetable amendment was rejected, but other restrictions remain, including a $341 million cap on Cambodia aid and a halt to further obligations until funds are available.

U S asks Cuba for release of ship's captain

The State Department urged Cuba through the Swiss embassy to repatriate Jose Villa, captain of the Miami freighter Johnny Express, once his health allows. Villa, a 55 year old naturalized citizen, was seized after a Cuban gunboat captured the vessel 120 miles off Cuba. The White House labeled the act deplorable and unacceptable in international waters.

End of Indo Pakistan war on Western Front declared

Lt. Gen. Candeth announced the Western Front cease fire took effect two hours before 9 30 a m EST. East Pakistan surrendered unconditionally as Indira Gandhi announced a cease fire and Pakistan accepted. Fighting continued nearby until the cease fire with heavy clashes reported in Kashmir and the Sind Desert.

Air Force and union to discuss veteran job rights at Vandenberg

AFL-CIO Service Employees International Union and Air Force officials plan afternoon talks at Vandenberg AFB about veteran hiring. Union rep Yogi Torres from SEIU Local 399 says civilian contractors hire moonlighting military personnel at part time rates with no benefits, blocking Vietnam era veterans from jobs. Thirty four veterans reportedly applied Monday, prompting an advertising picket line at the main gate. An Air Force spokesman said the situation is being studied and a formal statement will follow.

White House and Gandhi clash over Pakistan war

The White House and Indian Prime Minister Indira Gandhi exchanged strong words on the Pakistan war. Ziegler said the US opposed her claim the US could have avoided the conflict by acting earlier. Gandhi expressed deep anguish over deteriorating relations and hurt over insinuations India started the war.

Free world parley aims at value gap

The Group of Ten finance ministers from the United States Belgium Canada France West Germany Italy Japan the United Kingdom the Netherlands and Sweden meet at the Smithsonian red stone Norman Abbey site to discuss closing the currency value gap and potential devaluation of the dollar and revaluation of other currencies. A 12 to 15 percent shift in the mark and yen is anticipated, with higher import costs for Americans and cheaper exports for overseas buyers.
