Price guideline tightens doctor fees nationwide

The Price Commission set a 2.5 percent guideline for non institutional providers including doctors and dentists. Higher increases require IRS approval. Hospitals and institutes face staged rules with 2.5 to 6 percent increases needing cost justification, and above 6 percent needing IRS exception. Governors are urged to form medical cost advisory boards to review boosts.

Prime Minister Indira Gandhi announced unconditional surrender of Pakistani forces in East Pakistan and proclaimed Bangla Desh a free nation. She also ordered a Western ceasefire as tank battles raged along Kashmir with Pakistan losing tanks and India pressing for a negotiated repatriation.

Soviet backs Egypt moves in Middle East crisis

The Soviet ambassador in Cairo says Moscow will support any Egyptian move toward resolution of the Middle East crisis, whether by war or peace. He stated Cairo’s choice will lead to liquidation of Israeli aggression and pledged support in war or peace. Discussions report leaders of Egypt, Syria, and Libya will meet next week to discuss developments. Dayan offers to exchange 61 Egyptian POWs for 10 Israelis with no limit to Egypt's reply.

Ventura grand jury finds no indictments in burglary police probe

A Ventura County grand jury decided not to indict officers after a five day probe prompted by a civil suit filed by homeowner William Wilcox. The suit accuses police chief David F Geary and five officers of aiding a burglary to arrest the suspect. Wilcox seeks 499621 in damages as gunfire erupted during the attempt. A suspect was later arrested but charges were dropped.

Crime drop in Mission Hills area for 1970 to 1971 period

Sheriff’s Capt. Fritz Patterson reported a sharp crime decline in Mission Hills for the ten months ending October 1971, with felonies down from 136 to 80 and misdemeanors from 407 to 210. He credited a citizen patrol led by Bob Keeping, while noting staffing limits and proposed patrol costs under special districts.
