Demos vow to force through remapping plan
Democratic leaders say they will push reapportionment plans despite a likely Reagan veto and court challenge. Talks with Republicans collapsed after a week of negotiations led by Robert Monagan. The plan aims to widen the Assembly Democratic edge from 42-38 to at least 44-36 while the Senate would stay at 21-19. a Chicano seat is proposed for East Los Angeles. The Reapportionment Commission started amid a lawsuit over its constitutionality as minority Democrats seek greater leverage in approvals. Monagan notes Democrats may seek judicial resolution and leaves the Capitol.

Snipers Kill Soldier In Belfast Ambush

Cuban Radio announced the capture of the 1 400 ton freighter Johnny Express, flying the Panamanian flag, about 120 miles off Cuba's eastern coast after it defied orders to stop. Charges Dismissed in Huey Newton Slaying Case
Alameda County District Attorney Lowell Jensen dismissed the manslaughter case against Huey Newton cofounder of the Black Panthers after two hung juries. He said a new trial would require new evidence such as locating the murder weapon used against Oakland policeman John Frey on October 28, 1967. Newton, 29, smiled and hugged his sister.
