Longest California legislative session ends amid tax and reapportionment stalemate

Sacramento report notes the 1971 California legislature adjourned on the 335th day without passing a $501 million tax increase or a reapportionment plan. Population of Amchitka sea otters plummets after blast

Biologists counting near Amchitka Island report a collapse from about 1,200 otters to a high count of 155. They warn the extinction risk rises as carcasses were swept away or buried after the five megaton underground test. Diver missing in undersea cave off Santa Barbara Island

Michael K. Dygert, 22, of Whittier, vanished Sunday while diving near a dangerous cave 40 miles west of the mainland. A seven man search was forced to abandon reentry due to heavy seas and turbulent surge, with weather potentially delaying efforts for three days.

Captain Chris Meier of the U S freighter Buckeye State is in fine condition after wounds from Indian air attack in Chittagong harbor. Crewman William Sipes with less serious injuries is under care at Rangoon Diplomatic Hospital. Burmese doctors removed a 20mm shell and shrapnel from Meier while embassy physicians visit.

Pearl Harbor anniversary observed in Hawaii with survivors

Hawaii residents and about 2,500 Pearl Harbor survivors gathered for a solemn 30th anniversary commemoration. Memorial services were planned at the USS Arizona Memorial and the National Cemetery of the Pacific with dedication ceremonies for a new Utah memorial atop the sunken ship. The Pearl Harbor Survivors Association members, meeting annually in Honolulu, would assemble at the National Cemetery at 7 55 a m HST, marking the exact time of the 1941 attack.
