Open Arms foster plan nears reality in Santa Barbara County
County and welfare officials in Santa Maria finalized plans for Operation Open Arms a program to place runaway or abandoned children in temporary licensed foster homes. The pilot aims to divert non-delinquent youths from La Posada Juvenile Hall to home environments for up to 14 days with state funded reimbursement. The effort, modeled after Los Angeles Good Neighbor, requires two licenses in Santa Maria and Lompoc plus one in Santa Ynez Valley. one Santa Maria home is licensed already. U.S. Senator Mike Gravel will visit Lompoc for a one hour press conference hosted by the Lompoc Valley Press Club. Funding and costs are outlined, including AFDC tied payments and county subventions, with estimates showing current 24 hour care costs at about 15 dollars per child daily.

Nixon postpones $4.1 billion family assistance program for a year

Planners to study home occupation permits
The Planning Commission's three member Home Occupation Committee will meet Monday at 7 30 p m in City Hall for a public review of the city's home occupation permit ordinances. The panel led by Chairman William Fick includes Commissioners Paulin Cotton and alternates with Merrijane Pritchard to sit in. The committee will examine permit criteria compliance conditions and current permitted uses amid debates over competition and free enterprise. County budget boosts levy to $3.01 for 1970-71
Auditor A T Eaves Jr announced the county budget will raise the levy from 2.32 to 3.01, the first time above 3.00, with a total property tax take increasing by more than 4.5 million to 18,481,330. The rise largely covers sheriff and welfare departments and a 425,000 reserve for contingencies.

Six U S troops killed in ambush in central highlands
Communist forces ambushed a U S infantry convoy on a mountainous highway near An Khe. Six Americans killed and 26 wounded in the day long battle. Two enemy combatants killed and one captured. A Huey gunship was shot down, four other Americans killed and one wounded in the same vicinity. Forty Americans were killed or missing in five helicopter crashes this week.

Judge orders county wide referendum on El Capitan Ranch zoning
Superior Judge Arden Jensen ruled after a three week trial that the citizens committee gathered enough signatures to force a county wide referendum on the El Capitan Ranch rezoning. The ruling validated 8929 of 8929 signatures and set Monday as the deadline for any appeal and for the supervisors to place the measure on the ballot.
