The Robert B. Fulton Company of Orange was the apparent low bidder on Phase One of the Route 101 highway project near Refugio State Park in Santa Barbara County, with a bid of 1 738 057 50. Altfillish Construction and Merl L. Dubach followed. Phase One moves about 3 million cubic yards of earth and includes frontage road resurfacing with completion target in 1972.
