Nixon unveils omnibus tax reform plan for Congress
President Nixon proposed a broad tax program aimed at easing burdens on the very poor and limiting taxes on the very rich. The plan lowers the surtax from 10 to 5 percent starting January 1 and repeals the 7 percent investment tax credit to curb inflation. It also seeks a low income allowance to remove the poor from federal tax rolls and caps deductions for upper incomes at 50 percent. Treasury estimates show a roughly $4 billion annual revenue trade off, balanced overall. Congressional leaders welcomed the move though some Democrats urged further actions.
