Reagan drops 1982 deadline for retarded care phaseout

The Reagan administration abandoned plans to phase out state mental retardation hospitals by 1982. A Health and Welfare Agency spokesman said the date was dropped as a planning factor. A long range outline for care to the Legislature may be presented next week, with no reference to 1982.

In Columbus Ohio a mock disaster drill at Port Columbus Airport was postponed as a real emergency occurred on the weekend. A small plane lost a wheel but landed safely on a foam runway with no injuries. Nixon death penalty proposal cited as likely to be upheld

An administration spokesman told the Senate Criminal Laws subcommittee that Nixon's plan to restore the death penalty for treason sabotage espionage and murder has an excellent chance of Supreme Court support. Senator McClellan voiced strong backing, arguing the measure protects society from brutal crimes. Dixon defended the proposal as sound penal policy.

Officials order tighter county spending in final quarter

The Board of Supervisors voted to have department heads curb expenditures in the last quarter of the fiscal year ending June 30. County Auditor-Controller Paul Floyd noted this could boost the unexpended budget balance for 1973-74 and improve the general government budget by about 8 million. The County Taxpayers Association urged restraint on late-year spending. Floyd cautioned the $8.1 million figure is overstated and tax savings of $1.25 were possible.

Murder charges filed against arson suspect

District Attorney David Minier announces a murder indictment against Patrick William Russ 39 for the 1971 Romero fire in Los Padres National Forest north of Santa Barbara. Four firefighters died and eight arson counts relate to a 1970 brush fire near Alisal Ranch Solvang.
