Obituary: Owen R. Couch Graveside Service Friday

Graveside services will be held at Evergreen Cemetery Friday at 11 a.m. for Owen R. Couch who died Saturday in Fontana California. Couch born in Lompoc in July 1906. He was 62. Oil Experts Say Industry Not Ready To Resume Offshore Drilling

Santa Barbara County officials heard Petro engineer David K. Bickmore testify that the oil industry is not prepared to resume operations on the outer Continental Shelf in a safe manner despite tougher federal rules. He argued the new orders offer little improvement over prior regulations and would require one to two years to implement pollution controls. The Board approved sending the report to President Nixon and state/federal leaders while reaffirming a call for a permanent cessation of drilling in federal and state waters.

Inmate Captured After Escape Attempt At Federal Facility

An FCI inmate, 24 year old Ricardo Robledo Mendoza, who walked away from the farm area yesterday at about 10 30 a m was captured at 3 40 p m by institution staff in eucalyptus trees above the prison farm area He is serving two years for illegal entry and was not deemed dangerous. No further risk to the public was reported.
