Harrisburg PA AP Tom and Philomena Drake quit jobs and sold belongings to back a lottery dream. After 1203 tickets drawn none matched, the couple remains hopeful about future draws while considering a computer aid and potential media interest.
In a U N General Assembly address President Carter announced the United States will not use nuclear weapons except in self defense and proposed cutting the arsenal by 50 percent if the Soviets do the same. He warned a significant arms-limitation agreement is within sight and urged broad restraint on explosive and technological advances.
A Lincoln Journal poll of 301 residents shows 64 percent approve relocating Southeast Community College to a 84th and O Streets site, with 20 percent disapprove and 16 percent undecided. The survey notes strong support for centralization and facility improvements.
Judge John Sirica reduced the jail terms of John Mitchell H R Haldeman and John Ehrlichman from 30 months to 8 years to one year. Ehrlichman becomes parole eligible after October 28 while Mitchell and Haldeman may seek parole next June. The three convicted January 1 1975 for perjury obstruction of justice and conspiracy in the Watergate cover up showed remorse in tears and pleas for freedom.
President Carter urged good faith negotiations at the United Nations and met with Egypt and Israel's foreign ministers to prevent an outside imposed settlement. He defended U S Soviet cooperation on Geneva talks, affirmed Israel security rights and Palestinian rights, and cited UNSC resolutions 242 and 338 as peace baselines. The City Council voted 5-2 to annex 25.5 acres of Southeast Community College land near 84th and O Streets to extend utilities to the $5.9 million Lincoln campus. Public Works Director Dick Erixson said the college will pay for extending utilities and the city will not maintain facilities. Some objections cited Stevens Creek watershed limits undeveloped land.
Senator Edward Zorinsky introduces a three year plan costing 300 million dollars per year to separate highways and rail lines used by coal unit trains. The proposal aims to improve signals and reduce emergency service interruptions at Nebraska crossings, citing Lincoln Grand Island and Broken Bow among beneficiaries.
The Senate after an eight day filibuster moved toward conclusive votes on ending federal controls on natural gas prices. Majority Leader Byrd stated he hoped to finish work today while both sides kept position and pursued multiple pricing scheme votes.
Defense Secretary Harold Brown said the Soviet Union has an operational anti-satellite capability able to attack some satellites, notably reconnaissance vehicles in low orbits. He called the disclosure troubling and noted the U.S. is pursuing exploratory development while denying current capability.
