Guilbert Opposes Referendum No 1 Carlyon Bill Debate

Frank W. Guilbert, president of the Eastern Washington Highway Association, argues against Referendum No 1 known as the Carlyon Bill. He claims $30,000,000 in pay as you go roads saves car owners the same as bond funded roads and that $12,000,000 interest on 20 year bonds is avoided. He warns current bond driven plans would cost $42,000,000 with 29 percent interest, unwise for taxpayers.
