A U S Court of Appeals panel ruled Iowa's current legislature apportionment discriminatory and unconstitutional. The Shaff plan faces possible future review if it advances to a fall special election, signaling further reform in Iowa politics while angering rural conservatives and some Farm Bureau leaders.
Thomas Schumacher, noted as a Frank Damrosch scholar, will headline the Fine Arts festival at Westmar, appearing in Thoren auditorium at 8 p.m. Friday. Tickets at the door are 50 cents for students and $1 for adults. Schumacher, a Juilliard graduate with multiple degrees and awards, has performed across the country. The New York Herald Tribune praised his fleet fingers and distinctive color in a recital program.
James A. Kempker, born 1926 in Carroll, was appointed deputy director of the Bureau of Domestic Regulation at the Federal Maritime Commission in March. A Notre Dame and Creighton Law School graduate, he previously served as regional attorney for the Interstate Commerce Commission in Chicago and as a trial attorney in Washington, DC. He is a son of Mr and Mrs J F Kempker of Le Mars and resides in Washington, DC with his wife and two children.
Le Mars city council approved a compromise with IM W. Sam Orban and William Neubrand to fund one third of the storm sewer cost for two southeast additions. It vacated streets in the Westmar campus, updated zoning alignment, and discussed a staggered four year term municipal election. The council also noted trucks repeatedly parking on residential streets.
The town endured a peak season heat of 87 degrees with strong southerly winds dust and humidity. An overcast Wednesday brought unofficial 98 degrees by 2 pm and a minor relief from the sun with a light breeze. Morning low hovered around 66 as air conditioners and summer wear returned to use. tonight looks to bring partly cloudy skies and mid 80s Thursday.
Lyle Schorg of Remsen, Mrs. Edwin Murray of Kingsley, and Mrs. Gene Dickman of Brunsville were admitted to Sacred Heart Hospital on Tuesday. No dismissals were reported.
Two highway patrol cases were closed Tuesday inmay or's court with the payment of fines. Larry L. Molten of Le Mars was found guilty of night speed and fined 14 dollars, with a charge filed April 30. James W. Eyres of Le Mars was found guilty of a stop sign violation filed February 15 and fined 14 dollars.
A daughter was born to Mr and Mrs Paul Minten of Kingsley on May 7 at Sacred Heart hospital. A son was born to Mr and Mrs John Roder of Remsen on May 7. A son was born to Mr and Mrs Clifford Carlson of Remsen on May 7.
A marriage license was issued Wednesday to Richard D. Oetken, 21, of Akron, and Randy Lee Marienau, 20, of Le Mars, formalizing their union.
Albert Engbers of Le Mars resigns as Third Ward councilman effective by June 30 1963 after eight years in office citing doubled duties and business demands. Mayor Scholer may appoint a successor with council approval in a vacancy to be filled. The council approved a resolution thanking Engbers for eight years of service.
Plans reveal an attractive new 25000 dollar office building at 115 Ply St NW by Elmer and Roger Athens of Athens Real Estate. The Chamber of Commerce will relocate to former Car mens dress shop space. C of C offices will occupy temporary quarters in First National Bank building. City council approved a building permit while relaxing parking requirements to avoid net increase in downtown parking. County Government Week open house set for next Wednesday May 15 with court house hours and coffee served. Wade Woodke of Plymouth County Abstract attended Iowa Title association meeting at Lake Okoboji.
Le Mars city council approved a rural fire call fee of 100 dollars plus 50 dollars per hour after the first hour. Water loads cost 15 dollars per load, drivers time is not charged, and four firemen plus a water truck driver will respond. The fee funds are split with the fire department receiving 25 dollars and 2 dollars per hour for firefighters after the first hour. Liability forms will be signed at the scene.
