Harris Ends Bid in Democratic Presidential Campaign

Sen. Fred R. Harris of Oklahoma says he is broke and $40,000 in debt, dropping out after a six week campaign. Oklahoma judges rule 16 and 17 year olds treated as adults

A three judge panel in Oklahoma City ruled that boys aged 16 may be prosecuted as adults without juvenile court, striking down part of a 1970 law and clarifying conflicts from earlier rulings. The decision applies only to the 7th Judicial District and does not bind the rest of the state. It notes the amendment raising juvenile age to 18 and confirms girls remain juveniles until 18.
