City budgets 2025 relies on fund balance amid reserve concerns
The 2025 budget plans to spend 1.6 million from the general fund balance, reducing reserves to about 22 million. City officials warn this could drop below the 60‑day funding level in 2026, prompting anticipated budget cuts and hard discussions. Fire staffing, police positions, and a 1 percent nonunion COLA are debated, with some officials opposing lower raises and others supporting restored staffing. Playground maintenance funded from Special Recreation reserves replaces prior cuts. The Standard Traffic Ordinance update allows payment plans and fee waivers, limits license reinstatement fees, and favors alternative court requirements.
