Debt limit rises to 365 billion under Ways and Means plan

The House Ways and Means Committee approved a 29 billion increase to the national debt ceiling, bringing it to 365 billion. The panel added a provision counting government sale certificates of participation against the debt for the coming year, a move not requested by the Treasury. President Johnson's budget calls for 5 billion in such certificates, while Congress already trimmed about 2.4 billion. The measure makes the 365 billion ceiling permanent if Congress does not act further.
