Kansas lawmakers near end of 1999 session marked by pay bill vote
Budget talks stall the nine month session as the Senate defeats a pay raise bill 14 to 25, with legislators weighing a 12000 salary plus a 9000 allowance. A budget panel resumes work on the Omnibus Appropriations Act over nearly 70 million for Juvenile Justice funding and a plan for a central youth facility faces debate. Legislation creates a Kansas Endowment for Youth Fund from tobacco settlement money, with a 1.6 billion outlook and a Children’s Cabinet. School finance bills propose 50 per pupil increases through 2000-01, raising per pupil to 3770 then 3820, driving costs over 76 million. Additional bills redefine banking conflict rules, consumer credit regulation, and Hard 40 parole rules. A tax relief package totaling 10.4 million in the current year and 27.3 million over five years includes an 8.3 million first-year credit for oil well property taxes.
