Foster care system gaps and rising youth mental health crisis
Foster care avoids fast track services as providers in hospitals and facilities report new layers of complexity. Kansas sees a 68 percent rise in emergency visits for youth self harm between 2019 and 2021 amid a shortage of pediatric psychiatrists for over 700,000 children. Substance abuse referrals now comprise about 75 percent of EVC referrals, with youths self medicating and encountering fentanyl or mixed opiates. Legislation in 2023 aims to improve licensing for therapists and a foster care bill of rights promotes stability and school involvement.
