Payroll taxes would more than double by 1970, expanding coverage to about 45 million, including 5 million self-employed and 700,000 farm workers. The conference also aligned on public assistance and support for aged, dependent children, the blind, and the disabled, estimating 200 000 to benefit. higher payments are to go to existing recipients.
