Benefit concert to aid Lawrence social group 100 Good Women

Hospital open records delays prompt city inquiry
In 2011 Cowles sought records from a nonprofit city hospital but got little information and no meetings. He repeated requests in 2012 and 2013 with no responses. Kansas law requires a preliminary reply within three business days. Cowles met with city commissioners after Journal World inquiries, and hospital officials admitted misrouting of requests caused internal confusion.
