Nixon withholds ABM pressure seen by Democrats and GOP
Senate leaders say President Nixon is not pressuring for ABM approval on the Safeguard system as debate over a 20 billion military authorization bill continues. Mansfield and Javits describe a soft White House approach, contrasting with Johnson era tactics, while a White House meeting with five Republican ABM foes yielded no shifts in stance. Mansfield doubts early action but predicts possible late participation in the clash. He opposes delaying deployment and would not back delaying radar and computer tests in selected sites.
