Chairman Norton said a report to the House would come by Wednesday while a sugar production bill moves to the floor on Thursday. The draft envisions a five member board to set wages up to 70 cents and hours as low as 35. the Senate measure set 40 cents and 40 hours. Southern Democrats protested broad board powers, fearing region's industrial growth would suffer. The Wheeler Johnson child labor proposal, adopted by the Senate, bans shipments of goods made by child labor into states with stricter laws and into interstate commerce. the age limit is 16, 18 for hazardous industries.
