City council to open bids for 160000 dollar water project bonds at par with interest not to exceed 5 percent. Bids considered tonight in open session. council may reject all bids. If accepted, funds available by December 1 to finance Beaver Creek water project. Advertised in financial journals nationwide.
Chicago October 7 four thousand delegates attended the Lakes to Gulf Deep Waterway association opening led by President William Kavanaugh. Governors and congressmen joined as the keynote asked whether national prosperity could be promoted. Taft pledged a generous river and lake improvement policy if elected, noting the vast cost but great benefit for ocean steamer access.
Winnipeg reports that mechanics of the Canadian Pacific from Port Arthur to the coast are meeting to renew a strike ended without their consent. A minority have returned to work while many say they were sold out.

They argue the law is unconstitutional. The charge says O Keefe conspired with the Sacramento Butchers Protective association to levy high rates on Albert Robinson to force him out for not joining.

In Tacoma on October 7 Harry Starrshot his uncle Joseph Bley in a doorway tent house on Center and Batley streets, firing after mistaking him for a burglar. Bley died later at St Josephs hospital. Starr claimed sleepwalking defense as police noted similar incidents.
A lumberman named Al Brooke was killed at the George Palmer Lumber company camps on the Looking Glass this afternoon. He was said to have been caught between two logs. The remains were taken to Elgin and placed in undertaking parlors. Exact age and cause are not yet available.
In Los Angeles on October 4, Charles Clark son of the former Montana senator allegedly lost 20000 at a roulette wheel in a fashionable apartment home. City Prosecutor Woolwine investigates a police ring after Clark protests he was robbed by crooks.
Mrs Catherine Bossel is under arrest in Philadelphia after admitting she killed her brother in law Captain J Clayton Erb of the Pennsylvania National Guard during a family quarrel. Erb was about to begin divorce proceedings when he was killed at his summer home. It is alleged Erb had a negro coachman spying on his wife.
The Commercial club announces a special La Grande to Wallowa train Friday leaving 8 a m and returning by 6 45 p m. Tickets priced reasonably to attract 100 riders with all business houses urged to send a representative. Entertainment and a full program planned in Wal-lowa to fit a busy evening schedule.
County Clerk Cook organizes voting machines to be aboard ferries between Oakland and San Francisco for voter instruction between the two cities.
Reports from Miquelon state 25 crew members aboard the French fishing schooner Juanita were drowned after the craft was struck by a storm off Grand Banks. The captain, exposed to the elements for 36 hours, was the sole survivor as the vessel sank within minutes.
