Wisconsin Assembly weighs amended budget and license consolidation

The governor seeks $8.8 million in new taxes as amendments in the Assembly. A substitute budget would add $2.6 million for merit raises, restore $2.5 million cut from welfare, allocate $3 million for federal medical aid for the aged, $570,000 for state educational TV, and $7,800 for Marinette FM station construction. Assemblyman Mark Ryan opposes the approach, preferring a single bill as the basis for compromise. The panel backs a plan to consolidate licensing from 11 agencies into a new commission, with potential cost savings in real estate and professional licenses, though exact savings are undetermined. The committee postponed a vote on the budget-cutting report, planning caucus discussion.
