Judge Carter rules the Barrett law 20 per cent penalty on late installments for local improvements unconstitutional. New York divestment company v Indianapolis, Armin C Koehne treasurer. Penalties paid without compulsion cannot be recovered. $3,000 collected.
Amid a noisy U.S. marshal scene Lon Boyd, a deputy famed as a smooth politician, faced a setback after backing the wrong candidate in a legislature race. He had endorsed Frank Olive, mistaking Olive for rival Davidson, and now wonders who played the prank. Both Olive and Davidson failed to win.
Mrs. A. Williams of Shelbyville was bound over for trial on charges of obtaining money by fraudulent use of the mails after deputies and witnesses testified to dozens of love letters and remembrances sent under many aliases. Assistant U.S. Attorney Jesse La Follette pressed the case as the court committed her to jail for lack of bond. The proceedings featured testimony from postoffice clerks in Shelbyville and Indianapolis who said she received mail under several names.
The town clerk records were to be turned over to the city controller on Saturday. Treasurer Pike to hand in books and about $300 next week. The city will receive the June installments of Irvington taxes, about $3,000 to $4,000, marking the town’s incorporation into the city.

Muir, Joseph Morgan, Granville Wright with three more to be chosen from Arrick, Brown, Stechhan, Bamberger. justices of the peace listed with some uncertainty.

Meridian street residents reportSlow progress by Hoosier construction company delaying paving of the Meridian Street block closure for months. Frank Kenyon told City engineer Nelson he would finish in three or four days despite timber delays for Blacks timber supply. Nelson resisted Sunday work and recalled earlier push for Sunday labor.
March 15 report from London states Frank Rhodes, Cecil Rhodes’s brother, left for Cape Town after news that Cecil Rhodes’s condition was gravely critical. Cecil Rhodes’s estate value is estimated between 10 million and 15 million dollars. The news caused only a temporary market impact.
Mrs Welch aged 92 sustained internal injuries when she fell down stairs at the Star store shortly before noon Saturday. She was transported to her home at 210 N Davidson St by city ambulance after slipping from the first floor to the basement while shopping. Her son Thomas Welch works as a clerk in the store.
Washington March 5 First assistant postmaster general William M Johnson has tendered his resignation to the president and the resignation has been accepted with regret. Johnson is from New Jersey and a successor has not been named. The post was offered to Harry New of Indianapolis who declined. Frank Sargent, grandmaster of the Brotherhood of Locomotive Firemen, will succeed T W Powderly as commissioner general of immigration. A senator says the immigration bureau has faced friction between Powderly and Assistant Secretary of the Treasury Taylor.
Beaumont, Texas, March 15. The body of a white man identified as W. B. Mackara, a union painter, was found in the Neches River Saturday, the sixth murder since Christmas. Police say all victims were killed by the same gang. Officers have arrested two Black women, one Black man, and three white men. The community is stunned by the latest find.

Nine cars of a Texas Pacific freight train derailed when it plunged through a trestle at Marshall on Friday night. Brakeman Farland, a Detroit, Michigan native, was killed in the accident.
