Report from Victoria dated August 10 describes Canton suffering from floods and plague with 7,000 deaths in Ku Chou. Bandits attack government troops, seize arms, burn vessels, and loot villages, with over 1,000,000 yen taken and crops destroyed leaving thousands destitute.
Steamer reports from China say the emperor is allowed two kinds of vegetables and a small bowl of rice three times daily. An interviewed jailer notes the monotonous diet has driven the emperor near despair as he often cannot hold food.
A hurricane struck Porto Rico on Tuesday with wind up to 160 miles per hour wrecking Ponce and San Juan. About 200 lives reportedly lost as the storm floods the town, destroys houses, and immobilizes vessels and communications.
The weather bureau reports the hurricane center continues a northwestward general course on Thursday, located north of Haiti as of Aug 16.
News from St Thomas says Montserrat in the British West Indies suffered a devastating hurricane on Monday. Whole villages were wiped out and about 100 persons are reported killed with many injured. Great distress prevails on the island.
Charles Hartman returned home to find his wife gone and a note. The child was later taken to the wife’s mother by her sister, Hartman pursued custody and was attacked by his father in law and sister in law. Hartman was charged with assault but discharged by Acting-Police Judge Remster.
James Hamilton a colored bell boy at the Denison house told Acting Judge Remster a story about possessing items stolen from Federal Judge Baker's room. The judge dismissed him after Hamilton claimed a hall porter gave him the goods and instructed him to discard them. Detectives later found the items in his locker and Hamilton faced prior suspicion of stealing a guest's gold watch, though not enough for arrest.
John B. Mitchell president of the United Mine Workers of America argues the boycott is valid but misused. He says labor and AFL practice uses nonpurchase pressure to force employers to negotiate, noting settlements and losses attributed to boycotts while stressing violence is never justified.

The sheriff of Miami county warned against action after Gov. Mount arranged militia and artillery transport. Later reports said danger was exaggerated and no troops were needed. Howard county reported Jones, Nellie Berger's abductor, jailed in Kokomo.
The carpenters strike at contractor Joseph Cornell's 938 94 S Meridiar st site ends until Friday night after Decker calls for a conference. Cornell agrees to 30 cents an hour and to hire union men, eight workers remain on the job, and union leaders plan broader settlements.
State factory inspector McAbee received a marked copy of the San Juan News from Porto Rico detailing a recently established dead letter bureau led by Geo. J. Langsdale father in law of Senator Beveridge and resident of Indianapolis. It promises letters undelivered will be returned to senders and criticizes old methods.
Ada Bennett colored was fined 50 dollars and jailed 30 days for cruelty and 10 dollars plus 90 days for assault after she bound Ruth’s hands and whipped her.
