Manila reports 6000 insurgents driven from San Fernando after a five hour engagement with 4000 MacArthur troops. American losses totaled ten killed and 18 wounded as scouts warned of a massing enemy near the city. Police arrested 43 suspects in Manila following the action.
Otis reports Manila August 9 that General MacArthur with four thousand men faced six thousand insurgents at San Fernando. By ten A.M. they had pushed five miles toward Angeles with few casualties. Heavy rains and floods hindered movement and damaged the Angeles north railway beyond insurgent repair.
Washington reports dissatisfaction with General Otis the war department says the message omits enemy losses and the risk of regathering and questions American troops ability to hold the ground. A fuller cablegram to Otis may be sent if no supplement arrives.
Manila reports 40 American casualties in the clash near San Fernando on Wednesday. Gen. MacArthur's forces push insurgents toward Angeles, bivouacking three miles from the city as floods slow progress. Calulut fell after sharp fighting, with steady resistance from Filipino troops.
In Manila the provost marshal found insurgents entering as peaceful Filipinos and plotting riots. At midnight Tuesday a Sixth Infantry company under Captain Ames raided a Binondo cigar factory, capturing 43 insurgents including several officers, with others escaping to adjacent rooftops.
A Victoria dispatch quotes Lieut commander P S St John, ex commander of the Peacock at Manila, calling Gen Otis utterly incompetent to run the Philippine campaign. He says at least 5000 brave men have been sacrificed by incompetence and accuses press censorship of hiding the dead. St John arrived from the orient aboard the Empress of Japan.
In Parliament Joseph Chamberlain says no confirmation of Boer rejection of Britain’s joint conference proposal on franchise changes. He signals new regiments to South Africa and readiness for contingencies. The speech cites danger from Transvaal unrest and praises naval and military defense funding. The House reaction marks gravity of the crisis.
State geologist W S Blatchler proposes a coal rail line from Indianapolis to the coal fields passing Bloomington and Greene county with a limestone belt route. He argues the road should serve coal and stone, carrying passenger and freight traffic.
General manager Gee Boda of the Val entine company was in Indianapolis on business for the coming season at English's theater. Walking delegates will label noncompliant firms as scale contractors and steer work away via architects, aiming to avoid city-wide disruption while preserving building progress. Department commander Dunlap of the Indiana G A R told the governor he is glad the $250 for returning the flag to Terry's Texas Rangers will go to former commander Ryan. He said he is not responsible for organizing the party and plans to go to Texas when the flag is returned. Ryan invited five Union soldiers to attend.

John W. Anderson, 26, a former junior clerk at Molson's Bank, is under arrest in Winnipeg on charges of stealing $62,000 from the Molson's Winnipeg branch nearly a year ago. Reportedly $60,000 of the loot has been recovered buried in a city suburb.
Benno Smith a brewery worker collapsed exhausted at McCarty and Delaware streets Wednesday morning. An ambulance took him to his home at 725 Madison Avenue where a physician diagnosed cerebral hemorrhages.

Frank Pollam, 138, colored, whose case was tried partly by Judge Alford, was sentenced on Wednesday to spend the remainder of his boyhood in the Plainfield reform school. He was convicted of stealing newspapers and had not been home since June 10, earning a living by small thefts.

R O Hawkins told the State Board of Tax Commissioners on Wednesday that Bell telephone instruments are worth more than assessed. County officials from Henry Hancock Hendricks and Huntington reported their real estate assessment is correct and should not be raised.
A cobbler known as Swede Charley died in a fire at an old Ashtabula building on Wednesday. In Golconda Illinois a fight left Claude Broadway dead after stabbing his brother Alex Broadway earlier Monday. Miles Harper of Stockport killed Valentine Clark for being too friendly with Mrs Harper.
Rennes Aug 9 The Dreyfus court martial resumed in secret with the dossier examination continuing. Gen. Chanoine was the only official examined, guards stationed around the Lycee, and Paris agitators feared to disrupt sessions. The defense remains encouraged by progress and no major disclosures were reported.

The British gunboat Leda commanded by Lieut Vernon Maud fired on the French fishing smack Etoile de Mer off Dungeness after a warning was ignored. One fisherman was killed. The Etoile de Mer fled but was later captured and its captain arrested.
An alarming rabies outbreak is reported in Buffalo with two more children bitten by mad dogs. A girl on Squaw Island had a dog killed after the attack, and 7-year-old Samuel McClellan, son of Dr. I A McClellan, was severely bitten by a bulldog and endured hours of hysterical shock. Three additional cases involving adults were reported to the health department.
