The discussion compares drastic- ness with interstate acts, notes opposition from railroad interests, and outlines plans for a comprehensive public utilities framework including a statewide roads program and reorganization of road and liquor laws.
The notice lists extensive personal property from multiple collieries around Ebensburg and Cresson, including tools, mules, horses, grain, lumber, and office fixtures. It also covers railroad cars, bonds, debentures, and all contractual rights held by the Receiver of the Pennsylvania Coal and Coke Company. Bidding rules require 16 percent of the last bid upfront, with payment terms and conditions for sale in parcels or as an entirety, and a minimum total bid of 60,000 dollars for the sale to proceed.
