Harrisburg June 7 A court test to decide if Pennsylvania voters may approve a graded income tax amendment at the November election was assured today by Warren Van Dyke Democratic state chairman. The Democratic state committee will contest former Attorney General William I Schaffer’s opinion that a 1917 1919 legislative resolution cannot be submitted to voters. The vote was to occur at the 1919 general election but no ballot was held.
