Harrisburg February 7 The wet and dry issue will be placed before the Legislature within two weeks possibly next week. Governor Pinchot will introduce a supplementary dry bill with a personal plea for enactment. Several measures aim to enforce the Snyder Armstrong act. Representative C T L Sowers of Philadelphia sponsors two new bills to curb the dry act, including an amendment letting a jury decide what is intoxicating liquor and a proposal to strike out the ponetation clause.

Dry law proposals widen control over alcohol trade

The draft act envisions padlock injunction cases and allows private dwellings attached to stores to make fruit juices and non intoxicating cider while permitting alcoholic flavors if not violating provisions. It would license breweries distilleries and anyone dealing with the Federal Government in withdrawing alcohol and those who buy from agencies, to close loopholes and curb diversion to bootleggers. Three state officials including the Attorney General and Secretary would oversee withdrawal and purchase permits.
