Customs plot on Chile revealed in hearing details
Brower a Denver import specialist testified that he never acted on an oral order to harass Chilean shipments. He linked the directive to Roland Raymond then district director in El Paso and said others at Denver Stapleton Airport heard of it. Raymond denied issuing such an order and officials varied on awareness or duration of the plan.
