Reapportionment plan rewritten under Reagan pressure
In Sacramento Senate Democrats rewrote the reapportionment plan to favor Republicans Fred Marler Jr. and Peter N. Behr, shifting districts to reflect California growth. The plan preserves Behr Marler, with Walsh shifted toward a future Democratic district, while Dymally defends Muller and Marks and hints at gains for Republicans in 1974.

Retired teachers bill approved by Assembly for Reagan
The Assembly voted 60 to 1 to approve AB 533 aligning with Senate amendments to aid the State Teachers Retirement System. Richard Barnes said the measure, backed by Gov. Reagan, includes a 2 percent cost of living increase dating to 1985 and a plan to close a roughly 5 billion pension funding gap by directing 135 million dollars annually from the general fund plus 40 percent of district increases. District subventions would rise to offset local costs, favoring lower wealth districts. The bill would take effect July 1 if signed.

PUC Open Meeting Bill Killed in Assembly Hearing
The bill to require the Public Utilities Commission to hold all meetings and hearings in public was killed Thursday by the Assembly Utilities Committee. Senator Alfred Atquist, D-San Jose, led the measure which passed only one vote in favor on a nine member panel. He argued the PUC, overseeing $7.3 billion in annual utility bills, granted about $50 million in rate increases last year in secret decisions by five men.

Welfare kin aid blocked in California court ruling
A California Superior Court judge halted a key welfare reform provision requiring relatives to support kin on welfare. Judge William Gallagher issued a temporary restraining order and set a hearing for October 27. CRLA argued the rule is unconstitutional, noting many families would be affected as welfare checks are delayed or reduced by ongoing court actions.
